A while back, rumors were circulating (though not on this website) about the imminent departure of the Governor’s Deputy Chief of Staff for Legislative Affairs, Richard Costigan. Costigan (pictured to the left with the Governor), a solid Republican who formerly was a legislative go-to guy for the California Chamber of Commerce, has been Arnold’s point man with legislators since his rise to office in the 2003 special election.
The rumors of his departure have returned in ‘full force’ the last couple of days, enough so that, this go-around, it is getting a mention right here on the FlashReport.
Word is that Costigan is going to be departing for a job with Ameriquest Mortage Company. Ameriquest, of course, is a juggernaut in this mortgage lending business, and probably can compensate Costigan a tad more than public service. Costigan would join GOP veteran Jeff Miller, who is already at Ameriquest — Miller had, for years, been the fundraising point-man for both the State Senate and State Assembly GOP leaders.
Needless to say, if this pans out, it will leave quite a vacuum over in the Governor’s office. The challenge will not be in finding a replacement to work with legislators – there are plenty of potential prospects for this role. It is Costigan’s close relationship with the Governor that is a coveted asset for Republicans. Especially now, with so many new faces in the Governor’s senior staff — the departure of Costigan, right on the heels of the exit of Communications Director Rob Stutzman (another GOP stalwart) will further change the dynamic of the Governor’s inner-circle. While I am sure Costigan and Stutzman will still have the Governor’s ear — being away from the office will mean substantially minimized impact.

John, I consider this one of the bigger replacements inside of the Horseshoe.
The Pat (former COS) and Rob (Comm Director) was a blow to the conservative ideals, but losing a “Legs Sect” like Costigan is a major indication that legislation will be filtered differently this year.
Richard loved his role; that he is leaving (rumor) on his own is more concerning for me than Kennedy being inserted. My one defense of the administration its fiscally conservative ideology toward taxes and biz…now where are we headed. IS this the first sign of taxes being raised? Costigan could not stay around for such a proposal.
I’ve heard no name as to who will replace Costigan…working on it as we speak.
