An article in today’sAmerican Prospect, of all places, offers an in-depth look at just how little progress has actually been made towards restoring quality education to California’s public school students. Because the article appears in a publication that is “dedicated to American liberalism,” and because “American liberalism” depends more than anything else on billions in annual political contributions from government unions, you almost have to read between the lines to realize who the bad guys are.

Nonetheless, “California’s Ed Reform Wars,” by Rachel Cohen, all 3,200 words of it, is a fine piece of work. Read it closely, if you can stomach the facts. The bad guys – a matter of opinion, of course – are the government unions. The victims? California’s students, and the future of this great state.

It should be an article of faith by now that in California, whatever the teachers union wants, the teachers union gets. It is nonetheless surprising that their reach might extend all the way to a recent decision by the San Francisco Unified School District board to rejectfifteen talented teachers who were part of “Teach for America.”

TheTeach for Americaprogram, similar to the Peace Corps, attracts some of the top college graduates in the United States to spend two years teaching students in underprivileged communities. Not only are these highly motivated and underpaid teachers committing themselves to work in schools with chronic teacher shortages, but they typically teach the subjects for which the profession has the hardest time finding teachers – in science, math, special education, and bilingual classrooms.

Never mind all that. Go away. Never mind that San Francisco Unified needs to fill 500 teaching jobs by August in the midst of a statewide teachers shortage. The union can’t accept “cheap labor” that might undermine their lock on the teaching profession.

California’s public sector unions collect and spend well over $1.0 billion per year. When you have that much money, you can hire thousands of skilled professionals to wage campaigns, litigate, lobby, negotiate, and communicate. You can hire the best public relations firms money can buy. You can commission research studies that spin facts to support your agenda. You can silence voices of dissent, voices of reason, voices of reform, with an avalanche of misinformation. And it works.

Major changes are being proposed to the California History-Social Science Curriculum “Frameworks” through an administrative process that is getting no attention.

Only ten months ago, I wrote a story about the California Schools chief who at that time announced he wanted to extend Proposition 30’s “temporary” taxes. Only one year into Proposition 30’s five-year life, Democratic State Superintendent of Public Instruction Tom Torlakson called for an extension ofthe 2012 ballot initiative.

Set to expire in 2018, Prop. 30 was sold to voters as a temporary tax.

Today, Torlakson has many Democrats lined up with him, pushing for the tax extension, essentially lying to the public.

The 2013 Brown budget plan blamed “economic uncertainty” as the result of “global economic developments that tempered investment” and “Hurricane Sandy.”
