An exciting new proposed ballot proposition that would eliminate the current "winner-take-all" system of apportionment of Presidential Electoral College votes and replace it with a regionalized system based largely on voting results in Congressional districts, has been filed with the Attorney General by "Californians for Equal Representation" by Sacramento-based attorney Thomas W. Hiltachk. The ballot measure, identified as the "Presidential Election Reform Act," and identified on the AG’s system as "Initiative No. 07-0032," would give increased clout in the Presidential election to more local areas of the state, and might also help a credible third party candidate to pick-up some electoral votes, without having to win the entire state.Congressional Districts inthe Bay Area, for example, which usually vote for the Democrat, might be counted on for their electoral votes, however, Congressional districts in southern counties that usually vote for the Republican, would not have their electoral votes necessarily wasted in a Democratic sweep of the state, as in the current system. This weekend Larry Dick’s campaign for the 60th Assembly District came to part of the LA County. Walnut Valley Water Board member Ling-Ling Chang and Pomona School Board Member Andrew Wong sponsored Larry’s Luau in Diamond Bar. In the audience were quite a few “Water people”. As water board member Larry is working that angle. Water is big business in CA and there is more money there than some might think. Republican attorney Thomas Hiltchachk is proposing an initiative for the 2008 Ballot that will give the Presidential winner in California two electoral votes. The remaining votes would beawarded based on who won the individual congressional districts. 19 of the 53 are represented by Republicans.

Assemblyman John J. Benoit twice carried legislation(once co-authored with Senator Tom Harman) attempting to impose almost exactly these same guidelines and was twice defeated in the Democrat controlled Assembly Elections Commitee, to nobody’s surprise. (See my post from 9/21/06) I’ll bet the voters would sense fairness and vote for it on a ballot.I’ll bet there will be a fight to keep it off.

The notorious Legal Aid Foundation of Los Angeles (LAFLA) is now charged with violating federal laws and misleading the Legal Services Corporation (LSC) since December, 2004. In a complaint filed on July 19, 2007 by a coalition of taxi companies LAFLA is accused of aggressively lobbying for and organizing into a union a small number of drivers with taxpayer money in direct violation of the LSC Act.

By using taxpayer money for these efforts, the LSC must either demand an end to these illegal activities or withdraw funding for LAFLA, who derives 55% of their funding from LSC grants. The complaint spells out multiple violations including grassroots lobbying, community organizing, advocacy training and staging demonstrations.

Betty Hung, directing attorney with LAFLA, has been the leader in organizing taxi drivers by forming Los Angeles Taxi Worker’s Alliance (LATWA) in addition to lobbying the Los Angeles City Council and various City Commissions.
