Los Angeles City Controller Laura Chick has issues an audit of the LA’s transportation department that found over $12 million in funds that could be used for transportation. See the press release here and the news article here.
Shouldn’t local and state government look for these kinds of funds under the seat cushions before forcing taxpayers to foot more of the bill?

You are absolutely correct. What do you think the California Performance Review was intended to do? Sure there probably wasn’t $30 billion plus in savings but there were significant opportunities – when the state “loses” 1,000 cars from its fleet, when Controller and Treasurer continue to mail out millions of vendor payments instead of using electronic payments, millions are wasted. And there are over a thousand additional initiatives suggested in CPR. Remember, to paraphrase Chesterton, “CPR wasn’t tried and found wanting, it was considered, found difficult, and abandoned.”
