Well, tomorrow is when the State Legislature reconvenes. The Assembly and Senators return from the four corners of the earth to finish out this years legislative session after a 30 day summer recess during which, shamefully, a balanced budget was not agreed upon. There has been some discussions lately amongst budget negotiators. Will that result in a balanced budget soon, or by Halloween? Will there instead be, as Senator Denham proposed, a "continuing resolution" as a stop gap spending measure to pay the states bills to the vendors, the clinics, etc., those that expect them?
If no budget agreement, I hope so…the legislature’s poll ratings hang in the balance! The polling done on the deceptive term limit extension initiative fortifies the opinion the public has of the legislature…people do believe that it kicks legislators out sooner, so they favor the initiative…for now. Wait til they hear that the vast majority of Assembly members don’t go on to the Senate for the full 14 combined years ,and would’ve been "gone in 6" and therefore the vast majority will hang around for 12. Even in Sacramento, 12 is bigger than 6…’cept on the title and summary of the initiative!
Adjournment for the year is September 14, until January. [barring a special session for finishing the budget or any unfinished topic, like health, water, a redistricting reform, etc.] The Capitol will be humming these next 4 weeks with activity as everyone tries to get their legislation done and in front of the Guv for the subsequent 30 days for signature or veto. "The Don" said no legislation moves in the Senate until the budget is done, will the Assembly then hold up Senate bills as hostage also? Tune in for the excitement as your California State Legislature tries to keep it’s ratings higher than the President.
